Crayonz is somewhat correct but was never my “real” screen name.  I started using that almost exclusively when I gave up on trying to have serious discussions.  I was forced to change from Crayonz by SDS for reasons that were shown to be incorrect but he stuck by his decision.

I had to search for that info.  I had the same "What the &#%$?" question you had, and honestly wasn't sure it didn't mean capping rents at 5% of income or something (which I wouldn't put past whoever's running this administration.)
