Now they're considering delaying it to Sept 24...to give them more time to figure out the software glitch in Calypso (that specific Orion capsule's name.) Boeing has pushed a software update to Calypso...but NASA seems to have low confidence in it. So you've got two astronauts on the ISS, NASA could bring back, but has decided not to because...reasons. And you know what the worst thing is for those astronauts? They have no mission to perform on the ISS. DoD does try to predict necessary force structure (usually with little success, just because predicting the future is hard.)
