Being local to this, I suspect that the Bears who bought the Arlington raceway site in the burbs a few years ago for stadium development, are being pressured within the state to keep the team in the city of Chicago.  By pressure I mean that more financial support will come from the state if they stay in the city.  Doubtful they'll get $2+ billion from the state but rest assured the state will write a check to keep the team in deep blue Chicago.
