I know there is funky jurisdictional issues with Texas and the feds - especially when it comes to the Rangers ability to arrest federal agents (said from years of working on a procedural show - but it came from FBI agents' mouths, still feels like something they made up for TV though). 

 

But I have no idea 😕

Technically speaking, an argument has been made for years that the federal government has no Constitutional authority to establish a police force within our borders. This would also mean DHS and their police are unconstitutional as well.
