Probably not, as that would require everyone in the Cabinet and a few levels down to acquiesce to her presumed authority, which for the most part they wouldn't do. Far, far more likely senior executives would just go in their own directions, and either they'd be ignoring her, or she'd recognize it and know not to try to exercise authority.
