The Trump campaign actually DID license the song through BMI’s Songview service, as confirmed by documents provided to the Independent.

suspending his presidential campaign. She says the Democrats don’t need the votes of his supporters:

Given how the music industry works, I would be not at all surprised if BMI licensed the song without Foo Fighter's knowledge.  Even more...I'd be not at all surprised if Foo Fighters didn't see a dime of the licensing fee from BMI.
