It's something that happens every single day of my professional life. The idiots "in charge" will ask questions about huge programs that have very open-ended timelines just because the scopes are both enormous and dynamic. No matter how much experience these people have, they'll constantly ask about where the goal line is rather than focus on the easier things like individual steps that have fairly finite and definable goals. Anyone who gives a real answer gets crushed regularly when easily forecastable events move the timelines to the right.
