Speaking of preexisting agreements, little known fact there Cliffy, when I broke my leg in NE Oregon there was no inter state agreements between the Oregon and Idaho National Guards. Therefore I had to wait overnight for a Blackhawk from Salem when I should have had one the same day from Boise Idaho. Apparently they have an agreement now, but it sucked to be the litmus test.
